Some traits of The Highly Sensitive are similar to that of the Empaths and merge and blend together into the 'Highly Sensitive Empath'. But there is a difference...

-
Empaths 'are' Highly Sensitive - but not all Highly Sensitive People are Empaths.

-
The Highly Sensitive 'senses' the feelings and emotions of others.
-
The Empath has all the attributes of a Highly Sensitive but has additional abilities on top. The Empath literally feels other peoples emotions and energies, and are more vulnerable to negative energies, they are intuitive and have a deeper connection spiritually.
Research has shown that the brain of a Highly Sensitive person works a little differently from others. Incoming information such as sight, sounds, smells etc are processed in a more thorough way this makes sense to the over-thinking and self anaylzing of everything.

Over-stimulation and being emotionally reactive is because they are always tuned in to their surroundings and therefore react strongly to both positive and negative situations and surroundings.

It's hard not to get upset, and feel real hurt from other peoples invisible darts, but at the end of the day that's where they are on their own journey and we are not responsible for the behaviour towards us - they are!, just as we are responsible for our selves. It is very common for people to react negatively towards the energies of an Empath because we are of natural light shining into their own darkness.
